| MAKIKI-POST ULIT... PARA KAY BANTAY Rep. GEN. JOVITO PALPARAN, ang asong "ULOL". The fight has been brought to cyberspace. As of 10:13 pm on April 26, 2009, more than 1,000 people on the popular social networking site Facebook have joined the cause “ Palparan should be in jail, not in Congress nor any other government office.” The Facebook “milestone” was reached just a few hours before Gen. Jovito Palparan’s first day in office as representative of the partylist group Bantay. The online achievement was announced by the umbrella group Bagong Alyansang Makabayan as it joined various groups today in protest actions at the House of Representatives. As of 7:00am April 7, more than 1,100 have joined the cause. The Facebook “cause” was started on the day the Supreme Court issued a ruling making Palparan a member of the House of Representatives, being the first nominee of Bantay. In just four days, the “cause” has gathered more than 1,000 members or supporters coming from various walks of life. Members include students, artists, activists, bloggers, soldiers, and networks in Philippines as well as various parts of the world. The FB cause was created to raise awareness of Gen. Jovito Palparan and the various human rights abuses he has been involved in. It is also a political statement against what many believe is a gross injustice, that a person like Palparan is able to get a seat in Congress even if he doesn’t represent any marginalized sector and despite his involvement in human rights abuses. The huge response we received in just a few days shows that there is a lot of indignation regarding Palparan’s entry into Congress via the partylist system. There is great concern that the Arroyo government has not done anything to make Palparan accountable for his involvement in human rights abuses. Facebook is a social networking site that allows users to create “causes” and “groups” and recruit people to become members. The site allows the exchange of posts, comments, pictures, videos, news links and the like. The various applications and the ease of interaction among members has made Facebook one of the most popular networking sites in the world. For people who may not be able to join rallies, they can still make their voices heard by joining the cause. The FB page is also useful in informing people of updates related to the campaign such as protest actions and fora. FACEBOOK PALPARAN:

On the road to Damascus, President Gloria Macapagal-Arroyo ordered the setting up of a P25-million fund to source information about political killings in the Philippines. Have the scales finally fallen from her eyes? Has she finally seen the light? Unfortunately for all of us, the answer is no. No conversion took place while the President was enjoying her state visit to Syria; her approach to the political killings that have marked her eight years in power remains the same. Pious lip service, very little action.
The President called on lawmakers to donate to the fund—“I invite lawmakers to contribute P250,000 each from their CDF [Countrywide Development Fund] to build this fund”—which would bankroll a rewards system for informants and could lead to a “violence-free political culture.” She added: “Political violence has been a scourge of Philippine politics long before our administration. We want to erase the legacy of political violence that has haunted our nation for generations.”
Sensible-seeming rhetoric—except for what it leaves out. While it is true that the roots of political violence in the Philippines run deep, the last few years have been especially bloody. Political violence therefore is a special concern of the Arroyo administration; indeed, it may prove to be the true legacy of the country’s first economist-in-chief.
Also, “erasing the legacy of political violence” does not require a participatory special fund for information—not when the information is there for the administration to read.
All together, then, the President’s special fund plumbs the depths of political cynicism that is now the trademark of her administration.
There is the cynicism of the grand but empty gesture. Under pressure from all sides, the administration invited UN Special Rapporteur Philip Alston to conduct an investigation into the many political killings and politically motivated forced disappearances the other year. His unflattering report, however, was forcefully ignored or ferociously undermined by the administration and its allies; the image of Justice Secretary Raul Gonzalez resorting to ad hominem arguments summed up the host government’s unwelcome reception. Former Supreme Court Justice Jose Melo, now chairman of the Commission on Elections, also headed a fact-finding committee, which found President Arroyo’s favored general, the controversial Jovito Palparan, responsible in part for inspiring the involvement of several military men in political killings. But has the President even bothered to ask Palparan, now a new party-list congressman, for a serious explanation? Thus, the grand gesture of setting up a fund and adopting an aggressive stance can only turn out empty—because the information the administration already has in its possession lies neglected or unused.
There is, too, the cynicism of shameless buck-passing. Opposition Sen. Loren Legarda was among the first to point out the obvious. “She has billions in pork barrel funds,” she said. “Most are lump-sum amounts.” In other words, if President Arroyo really wanted to, she could have set up the fund a long time ago, and with a minimum of fuss. Senate Minority Leader Aquilino Pimentel Jr. drew the obvious conclusion. “By asking [legislators] to contribute funds, she is slyly passing the buck to Congress for a job that belongs to her.” Yes, indeed.
There is, not least, the cynicism of political absurdity. The Arroyo administration thinks nothing of foisting absurdity after absurdity on an increasingly weary and demoralized body politic. Let its allies caught in the web of corruption, like Jocelyn Bolante or Virgilio Garcillano, off the hook, but throw the entire book at whistle-blowers like Rodolfo Lozada Jr. Promise the Commission on Elections full support for clean elections, but cobble together an administration-friendly majority in the Senate led by two senators implicated in election fraud. Call on lawmakers to contribute P250,000 each to the special fund on political killings, but allow Palparan, one of the suspected masterminds, to be a contributor himself. Dubbed the “Butcher” when he was still in active service, Palparan welcomed the President’s idea. “If she thinks we need to contribute, that’s OK with me,” Palparan said in Filipino.
That’s the whole problem, isn’t it? | |
