The Animal Welfare Act or Republic Act No. 8485

SECTION 6: It shall be unlawful for any person to torture any animal, to neglect to provide adequate care, sustenance or shelter, or maltreat any animal or to subject any dog or horse to dogfights or horsefights, kill or cause or procure to be tortured or deprived of adequate care, sustenance or shelter, or maltreat or use the same in research or experiments not expressly authorized by the Committee on Animal Welfare…

Anyone who violates any of the provisions of this Act shall, upon conviction by final judgment, be punished by imprisonment of not less than six (6) months nor more than two (2) years or a fine or not less than One thousand pesos (P1,000) nor more that Five thousand pesos (P5,000) or both at the discretion of the Court.

though i am not fond of raising cats as much as i do about dogs, it does not mean i have to go around killing cats when i see them. tha'ts way stupid, aside from being illegal.

Hello all,

I have called UP College of Science NIPS Director Salvador this afternoon. http://www.nip. upd.edu.ph/

I do not know if it was the cups of coffee kicking in or it was the emotional distress that got me shaking, but I had to remain rational, calm and respectful as I spoke to the director about the disturbed cat killer taking classes in his college. I was in fact surprised the director took my call since college bigwigs are usually very very hard to catch. The man was in short, a nice dude and very sensible.

Dir. Salvador received an email about this incident a few days ago, so the college is now very much aware of the outpouring of anger on the net. They have started investigative action regarding Candare and will have him sent to a psychologist aside from alerting the college guards (in case of potential violence) and notify his parents in Butuan (his mama in Qatar - http://profiles. friendster. com/28506364).

Other UP alumni have called Dir. Salvador with the same sentiments as I did - expressed my outrage for JC Candare's brutal act, twisted pride and for besmirching the name of UP Diliman. His apology does not guarantee he will not murder an animal again. Dir. Salvador got my point when I mentioned this guy's potential to do a "Columbine" a.k.a. turn into a rampaging school shooter if he snaps.
